Maybe just a typo, but the latest and last version of Mojave is 10.14.6.

First try Safe Mode, as per > Use safe mode to isolate issues with your Mac - Apple Support

Then if that doesn't help, install the Mojave 10.14.6 Combo Update over the top of the current Mojave version.
