Since we upgraded to MacOS Catalina the sync of contacts stopped working between my Mac and iPhone. All posts onion talk about turning on iCloud for contacts. I would like to sync between devices without using iCloud.

Plug the iPhone into the Mac and use the Finder to set up synching.
The phone should show up in the Finder. You can then choose the items to sync as was done in iTunes.
I haven't looked at that in quite a while, though, but I seem to remember contacts synching was possible.
Thanks for your reply Barney but already tried that and it does not work. We have 2 macs at home and 2 iPhones. Neither works on the new Catalina OS.

Are we not able to sync contacts between the mac and iPhone without using iCloud? Using MacOS Catalina and iOS 13.3
