Screen Time : Allowed Apps does not show Adobe Creative Cloud and Installed CC applications

I would like to test out screen time's limiting apps feature, however, the Adobe CC application (the hub program for managing installs and updates), as well as all my installed CC apps like Photoshop and Illustrator, do not show up in Screen Time. Their dock icons do show them as blocked because of screen time, however, I can still use the programs without issue. So, this isn't a deal breaker, but I would like to see it working properly. When I look under Applications, they all show up there just fine, so I am not sure why Screen Time is not detecting them

It looks like when its actively in "downtime", it does not pick up new apps. Restart didn't fix this issue, but turning off downtime and then turning it back on did allow it to pick up the new installations.
