Removing a device from iCloud

Hi. My mum has a few devices linked to iCloud, we’re currently trying to remove her iPhone X from the cloud but every time she deletes something on there it also deletes from her new iPhone 11. How do we restore the iPhone X without completely removing everything from the 11?

There are two parts to your query.

Device removal from iCloud (Watch the GIF below). Note this removal is temporary
Data (Photo, Notes, Calendar, Events, Contacts, Reminders etc will be removed from all devices using the Apple ID
