My new series 3 apple watch isn't pairing with my iphone 6, it says my iphone needs to be updated but it's already updated to the match

A new apple watch 3 or 5 will NOT pair with an iphone 6 or lower,apple watch 3 and 5 have software version watchos6 on them,this requires an iphone with ios13 or higher on them.Iphones with ios13 are an iphone 6s, or higher.Iphone 6 can only update to ios12 maximum.
If the watch is new, and running OS 6, it can not be used with an iPhone 6.
It isn't possible to pair a watch running 6.0 with an iPhone earlier than the iPhone 6s. If you don't have a compatible unit, check the store's refund policy.
