I upgraded to Catalina, and all my personal files got put in a relocated folder. I tried to put them back on the drive and the system won't let me. I changed the Admin to me but I still can't move all my personal files to the top level of my drive. Any suggestions ?

Files usually get put into Relocated if their location is no longer permitted i.e. Outside the normal /Users file hierarchy.
You need to move them into the
MacintoshHD -Data Users/yourusername/ structure
You cannot access MacintoshHD
If thats not it come back.
that is exactly what is going on, I can't have my personal files on the HD top level, I've made a folder and put the files in the folder. Is this a new thing for Apple ? it seems odd.

P.S when I try to change permissions or move the file back I get a circle with a line through it.
Just keep everything in your Home folder like you were always supposed to do. You won't have any problems.
Correct. Since Catalina you do not have write access to MacintoshHD even as root, to increase protection to your System files.
You do have write access to "MacintoshHD Data" as user or root.
