A green line appear on my screen. I understand that it is a known issue with iPhoneX screens and that apple in the US did a recall to all iPhoneX devices and fixed it for free.
I’ve contact iDigital in Israel and they told me that it will cost me 1800NIS to fix it!
What should I do? can I send my device to be fixed in the US? Will it cost me money other than shipping?

There was no such recall in the US. If anyone who purchased iPhone X during the first year of standard warranty got the green line, Apple replaced those phones under warranty.
You CANNOT ship your phone to Apple in the US, so you need to work with your service provider in your country.

At the Apple Store Genius Bar or use the Contact Support button at the top of this page. Apple will need to see the phone in person to make any determination.
You can ask Apple, but there's nothing in that program which says anything other than for touch issues. Only Apple can tell you what they will or won't do.
What about the iPhone X display module replacement program for touch issues, which say that it covers affected iPhone X devices for 3 years after the first retail sale of the unit.😑
