iCloud Music Library

iCloud Music Library does not show up in my preferences on my iPhone or my iMac. Is it required that I subscribe to Apple Music in order to sync downloaded music from my iMac to my iPhone and iPad?

iMac 21.5" 4K, macOS 10.15

See Sync your iPhone, iPad, or iPod using your computer - Apple Support. You don't need to purchase a subscription to either Apple Music or iTunes Match to transfer local files to your device.
