can't download music from apple music
What I need to do to download music ?

Hello.
It's called association limit. You can have only 10 devices at a time which are linked to your Apple ID. Check this article "View and remove your associated devices in iTunes".
If you can't remove your associated devices, you need to call iTunes Store Support. Maybe they can make an exception for you and do something with this.
