ICloud Backup

Hello ! So my husband recently broke his iPhone all the way to where is isn't usable anymore. Well he didn't back up his photos on the broken device and he just recent got a new device. Is there anyway we can get those photos that weren't backed up back? Maybe by plugging the phone into a computer?
