Cannot download apps, never prompts for double tap on side button

I have a new iPhone 11. I cannot download apps in the app store. It never prompts me to double tap the side button. The download circle just keeps spinning.

iPad Pro 11" model: A2377 having difficulty with downloading Apps. There is a double tap required to enable the download but I get only a partial view of the tap required and cannot complete the transaction. I can’t download apps I get to swipe at bottom of phone then double tap on side.It just returns me to get app. I can’t download apps as there’s a que to swipe to right then que to double tap on side.It returns me to get app.

The problem went away. I think I was blocked from downloading apps because I accidentally enabled Screen Time monitoring and limiting myself. The next morning I disabled this and everything has been fine.
