Since the macOS Catalina 10.15.1 update, I can no longer use the Pixillion app to resize photos. I have tried downloading several other editing software and receive the same message - not compatible. Any suggestions on software that can resize photos and is compatible with the last update?

You can resize the image size with Photos by exporting with the Custom size option:

If you want to change the file size then pick a different JPEG Quality.
