open file from finder

We used to be able to double click a file in the finder and it would open. We used to be able to select a file from Apple Many/Recent items and it would open. What has happened?

The act of double-clicking a file in the Finder depends on the file extension, and an appropriate opening application that the System has associated with that file type. Perform a Get Info on that particular file, and in the Open With section on that Get Info panel, is there an Apple, or Catalina compatible, installed third-party application associated with its opening? If that file type is uniquely expecting a 32-bit application to open it, then that won't happen on Catalina.
