Why does Facetime give a "No network connection" message when I am connected to the wifi network (other apps work)?

When I try to make a facetime call on my iPhone I am met with a message saying "No network connection. Please allow FaceTime access to WLAN network." When I then click through "WLAN settings" there is no option to adjust Facetime settings.

iPhone 7, iOS 13
