Do Not Disturb Not Working - Calls are still coming through

I have my phone on Do Not Disturb, and Allow Calls From No One and calls are still coming through. Why? 8 Plus, iOs 13.1.3

Are these calls coming through all the time? Or only when the phone is unlocked? If the latter, adjust the settings in Do Not Disturb>Silence to Always.

Are they calls from everyone who calls you? Or just certain people?

Also, go to Settings>Do Not Disburb and make sure Repeated Calls is turned off.

Calls are from telemarketers, not certain people. Repeated calls is now off. I'm also getting texts from everyone/whoever texts me.

Yes, this is already set to Always.
