I bought an iPhone 11 from Dubai and the FaceTime isn’t working. How can I get it to work?
Access to FaceTime in the Middle East isn't available at all on some phones. On others, you need to be in the same country where the phone was originally sold.

It will only work in Dubai.
You can't, unless it originated from outside the United Arab Emirates.
QuickTimeKirk: It won't work there. FaceTime is banned in the UAE.
