Are you referring to SMS texts, those you send to non-iOS users, or to iMessages, that you send to other iOS users? SMS text won't send using wi-fi, an iMessage can be sent with wi-fi, and they can also be sent via Cellular data if you have Cellular data turned on, and enabled for Messages.
