I tried to reset the ipad and failed. So, I waited until the battery went down. Then started to recharge it and ver 12 booted up. I then went into iTunes and installed the v.13 update from there. Now it works fine.
Has anyone else had this problem?

Yes. In figuring this out, I also took the extra step to backup the ipad before I installed the new version. The advantage of doing it from the iTunes on my Win10 laptop is that I see the various stages as it does the update. Think I will always do it this way in the future.
