If get my iPhone from an authorized dealer would I be eligible for iPhone forever in the future?

Not sure what you mean by iPhone forever. If you want to be part of the iPhone upgrade program where you can get a new iPhone every year then you need to go through Apple. If you want to upgrade your phone through your carrier then you need to talk to your carrier and see what options they have for you.
