For me the crashes stopped after Photos has finished to "curate" the photos. You may want to wait a bit and let Photos index the library before you start using it heavily. Repeated crashes could damage the Photos Library and cause further problems. The next iOS update may include important bug fixes.

I’m surprised more people haven’t mentioned this. As every iOS 13 phone I’ve tried this on it crashed then all.

if you go to album, recent then hit top right corner to scroll to the top. It usually crashes. And if it doesn’t crash grab the scroll bar and drag it back down quickly - it’ll crash it then.
