Problem updated to iOS 12.4.1

I have an iphone and I can't update iOS 12.4.1. I go to General>Software Update and click on 'Install Now' but nothing happens

iPhone 5s (a1533) Won't Upgrade to iOS 12.4.4 The update to iOS 12.4.4 is NOT downloading to install on my iPhone 5s. The General Setting notifies to Update yet the process never occurs.

I have a iPhone 6+ it happen to me when I wanted to updated to iOS 12.4.1 and I did a internet search on it and It said, to turn off your iPhone 6+ for a few minutes and turn it back on again which I did and it work for me and waiting for more new updates.
