You need to speak with your email provider. If your provider is Apple and/or the message referred to your Apple ID being locked:
Apple ID Has Been Disabled
Contact iTunes Support using this form or scroll to the bottom of this page and follow the screens until you find a chat and/or telephone option. Pick any problem to select an option.

Did the message say your email was locked or your Apple ID was locked? If it was your Apple ID, Apple won't send you an email/text telling you your account is disabled/restricted or will be disabled/restricted. You will find out the next time you try to log in somewhere.
