Still can't get my Contacts to sync between my MacBook Pro (10.14.6) and my iPhone 8 (12.4.1).
I've tried turning off syncing for contacts (iCloud->Contacts) on both devices but still can't get it done.
Turned iPhone off then back on and nothing.

Try going to iCloud.com using a computer browser to see if the items are there and whether they are from the device or the computer. That should show whether the device or the computer isn't syncing. As a last resort, you can also try signing out of iCloud and then sign in again.

I have the same problem, same phone, contacts will not sync from computer to phone
I have the identical issue. Tried all of the afore mentioned suggestions but to no avail. Please help.

Went to iCloud.com and checked there. Latest contact created on the iPhone was NOT there. I created a new contact on the MacBook Pro and it WAS there (on iCloud).
So, something with the iPhone.
I've tried turning off 'contacts' syncing on iPhone, rebooted phone but those didn't work.
So I'm able to create a contact on the MacBook pro and it sync over to the iPhone. I'b able to then edit that contact's info on the iPhone and it sync back to the MacBook.
However, if I CREATE a contact on the iPhone it WILL NOT sync to the MacBook nor does it sync to the iCloud.com servers.
You are welcome. Did you try signing out of iCloud and back in?
