Let’s try a couple of things. Try a forced restart first. See here: https://support.apple.com/en-us/HT204307. If that doesn’t help, then I would suggest restoring it as new without reloading a backup to see if you can connect to the App Store.
I keep Getting a message wen I try To download and it keeps saying update payment information. Then it says it was declined so it can’t b updated? I’ve always used the same default payment method but I’ve not purchased anything?

None. IT ‘s just trying to upload but nothing is happenig
I assume that you have a good WiFi connection? What troubleshooting steps have you tried?
