Clean install MacOS and restore all licenses?

Is there a way to perform a clean install of the MacOS then restore all my files without having to manually enter all the license numbers manually? Is there a backup solution that will do this without overwriting the MacOS I just installed? (preparing for next version, Catalina from Mojave)

Migration Assistant is pretty much an all or none proposition.

Either migrate all your settings, apps and data your just migrate your old

user. Also, depending on apps, that can also still lead to some issues

that may even trigger "re-licensing".

To me, "clean install" means starting fresh with a clean slate and re-install

only the stuff I really want without carrying over any of the "old junk".

There are many, especially apps that came on install media or was purchased directly from the developer. I've had quite a few over the years. Of course, anything from the app store can be downloaded again and again as it is tied to your Apple ID.

MA will create a second user folder leaving you with duplicates to sort out. Setup Assistant is only offeredonce during the initial install/setup and will work best.
