Hi, last night I reset one of my old apple phones for my dad to use and when I did I lost all of my pictures on my current phone. Is it possible for me to get them back even if they are not in my recently deleted, and if so how?

You would need to restore if from a copy that you made of your photos, as describe in the link above.
FYI - syncing photos to icloud is not part of the icloud or itunes backup.
