What you have attempted to install is the iMovie 9.0.9.update which requires version 9 to be already installed.

What version of iMovie have you already had on your Mac?

iMovie ver 9 will not run very well on Sierra or later.

Any reason for not upgrading to High Sierra (or Mojave if possible)?

If you have previously had version 10 on your Mac then you can re-download it from the Purchased page of the App Store.

If not then you need High Sierra or Mojave in order to install it

High Sierra here https://support.apple.com/en-us/HT208969

Mojave here https://support.apple.com/en-gb/HT201475

If your Mac is able to run Mojave then you may not be able to install High Sierra.

If your Mac is not compatible with Mojave then you will be able to install High Sierra.

In any case you need at least High Sierra to be able to install iMovie 10.
