Does the iPad Pro 12.9 have cellular data capabilities?

If you buy the version with Wifi + Cellular, it does. If you buy the Wifi only model, it doesn't.

And please note that cellular on any iPad does not make it a cell phone. Cellular for iPad is for data only, to provide access to a network when Wifi is not available.
