Contact iTunes Support in the country where you live (and which is therefore the country on the account) and see if they can/will re-enable it : If you see a message that says 'Your account has been disabled in the App Store and iTunes’

Using Apple Support Directly:

You should contact Apple Support immediately and request assistance with this.


Once recovered, it’s best to change your login credentials ASAP, to avoid your account from being confiscated.
