You should check with the hotel. Sometimes, hotel WiFi has restrictions. And, sometimes you're charged for it. But, given that the WiFi is not being restricted, there would be no additional cost to make a FaceTime call.

You can totally do this manipulation without an additional cost because you will be connected to the Wi-Fi.
