Will I still get calls and texts out of wifi without the cellular watch? If not, can I use the cellular watch if my phone does not have cellular data?

The GPS only model Apple Watch can do Everything the cellular model can do, as long as the iPhone is nearby. It can still do somethings when when away from the iPhone. The following 2 articles can be useful (make sure you read any footnotes):

You must have an iPhone to use the Apple Watch (either model). AND if and only if your getting a cellular model, your iPhone carrier must support the Apple Watch. Here is a list of carriers that support the Apple Watch:
