It is possible that it is not allowing an American card to be added to a Mexico device.

Are you able to add your bank card to Wallet? Have you made sure your region is correct?

Are you using a passcode/Face ID? Where did you buy the phone?

I am using Face ID, I bought it in Mexico but the mode it allows Apple Pay.
