How to get refund from the application that I didn’t download? Because I download this app and deleted after I used once, but it still charging fees from my card once a week. Also I changed my phone either but it doesn’t stopped. So I found that I subscribed that app. Technically I canceled it but I still have to refund those money back. Please help me to get back my money. Thank you.

Not if you only deleted the app, that doesn't cancel a subscription.
Purchases are considered final as you know, but you could try the 'report a problem' page to contact iTunes Support and see if they will refund you as a one-off : http://reportaproblem.apple.com
Or you can try contacting iTunes Support via : http://www.apple.com/support/itunes/ww (click on your country's flag, the country where you live, and which is therefore the country on the account ; click on Contact Support towards the top right ; click on Get Help under 'Talk To Us’)
