is there anyway that apple can unlock my device for me? im with rogers but im wanting to use the phone with a different provider

Apple doesn't remove carrier locks. Ask Rogers.

If you're referring to the activation lock instead of a carrier lock, you'll need to be the iPhone's original owner and have its purchase receipt.

There are two other kinds of device "locking" including the aforementioned activation lock, and a device being disabled by trying the wrong passcode too many times. Since you seem to mention a service provider I am assuming it is a carrier service lock. If that is not correct, you need to be more specific in your description of the issue.
