I cant use my facetime App it says that this app requires specific features that my device does not have. Can you help me solve this problem?

As stated, you have an iPhone from a region where FaceTime is banned or restricted. Since Iran has no authorized Apple dealers, the phone will have been illegally imported. The FaceTime restriction can not be changed.
FaceTime is restricted on phones sold for the Middle East market and may not have FaceTime if used in a country where FaceTime is banned by law or if used outside of the Middle East. Those devices will have the letters AE, AB, or AH in the model number.
It was purchased in Iran but now i am using it in Turkey
