No such thing as an iPhone "5se". Its either an iPhone 5, a 5s, or an SE (no number).
The GPS only Apple Watch Series 3 can be setup and used with an iPhone 5s or later.
The Apple Watch Series 3 GPS+Cellular and both series 4 models (GPS, and GPS+Cellular) need an iPhone 6 or later, which includes the SE, but cannot be used with an iPhone 5 or 5s.
So yes, an iPhone SE can be used with either Series 3 or 4 cellular models of Apple Watch.
