When I walk through the steps to reset security questions (because I forgot the answers to my last ones) it says I can not reset at this time. So if not at this time, then what time? How can I access my account without losing my account?

It may not help, but you might try calling again and politely ask to speak to level 2 support.
I did call and speak with a representative. They were unable to help me also. They said unless I can remember my security answers I was out of luck. Even if I proved who I was by valid state id.
