How do I upload existing photos to Icloud from my iPhone?

I have over 9000 photos and I purchased iCloud storage and tured on iCloud photos and not all of my photos are on iCloud

It really can take a long time. Try to be patient.
Did you buy enough iCloud storage?
open the Photos App and look at Moments. At the bottom of the screen, you can see the upload status
