iCloud storage upgrade
When I pay the $0.99 for iCloud storage, does the storage increase each month or am I paying monthly for the 50 GB? Also, if I paid once and then cancelled the subscription, will I still have the 50GB?

You are paying monthly for the 50 GB. The storage doesn't increase. If you cancel the subscription, you will have the free 5 GB plan. Any data over 5 GB will be lost.

You're paying for continued access to the upgrade. Additional iCloud storage is a rental of space on Apple's servers, not a purchase.

So then what happens if I’d decide to cancel the subscription? What would happen to the items that were put into iCloud storage?
As I posted above, If you cancel the subscription, you will have the free 5 GB plan. Any data over 5 GB will be lost. It will be removed from the server.
Is there any way to transfer information and iCloud stuff into another iCloud account because I figured out the password to an account I’d much rather be using?
