Need some more info here. It sounds like someone tried logging in with the passcode and didn't get it right a bunch of times. Depending on how its set up. You may need to restore it

What exactly does the phone say? Is there a timer or just the itunes logo and a cable?

Did Apple or an Apple Authorized Service Provider replace the screen?
