Why can't I watch movies on my paid for account

Do I still need to buy or rent movies when I pay $11.99 a month for my iTunes account?.

Yes. If you've subscribed to Apple Music that gives you free music downloads from Apple Music, it doesn't give you free film downloads (nor any other free downloads) from the iTunes Store.
