iTunes Store access issues

Wherever I open iTunes Store first it responds with “Open the iTunes U App” then I get an error “Cannot Connect to iTunes Store”


What should I do to resolve this?

iPhone XR, iOS 12

What country are you in ? Media (music, films, etc.) isn't available from iTunes in all countries, what you are seeing is to be expected in those countries.
