iPhone 8 has a black screen with spinning wheel

My wifes’s iPhone 8 has a black screen with spinning wheel in the middle. It’s like it is buffering continually. It won’t turn off either. Thoughts?

Deal with the restart problem first, see If your iPhone, iPad, or iPod touch won't turn on or is frozen - Apple Support. There is a good chance the reboot will fix the other problems.
