Icloud Photos
I am going to get a new iphone XR but I do not want my old photos on it because it will waste storage.
How do I not transfer photos from icloud drive to a new phone?

You cant use iCloud like a storage. It's a sync tool.
If you still want to use iCloud Photos and upload there new photos, just save old ones to an external drive or any other cloud service, delete them from iCloud and that's it.
