If I'm understanding you right, your Mac is running is experiencing performance issues after a program was installed called Mac Cleaner. We know superior performance is expected from Mac computers, so I can see why you would be concerned when yours suddenly starts slowing down. I have some steps for you to try that should help with this.
How did you go about obtaining that Mac Cleaner software? Was it something you sought out to install, or were you instructed to download the application after being redirected to a website telling you that malware and/or viruses were detected on your computer? If you installed it yourself, you may be able to easily uninstall it like you would any other application. If you installed it after being notified of malware/viruses in a website and you're unable to install, it's possible that the application itself could be some sort of malware. In this case, I recommend following these removal steps:
After you’ve successfully removed the application from your Mac, check to see if it installed a login item in your account in System Preferences with these steps:
Another step you can take is to install anti-malware software. The one I would recommend is an application called Malwarebytes which is free to download. You can download it here: Malwarebytes. That software should locate any malware on your Mac and give you the option to remove it. Once you have Mac Cleaner removed from your Mac, restart your Mac and test it to see if you're still running into the same slowness problem. If you are, respond back letting me know which specific version of macOS you're running and I'll provide you with some additional steps.
