How do I remove red-circled cells, merge smaller columns, and change border colors in an Apple Pages table?

I made this table Apple pages. Can someone tell me how to remove that two cells that are circle with red colour cause it has a full row where I mark with a blue colour and can’t change the border colour ? I merge the centre column and I am unable to merge the smaller one that shows the small boxes. I can change with borders It allows to apply four sides or two side. Lastly, Can someone explain why we can’t apply bullet points in table?

You can select the column cell immediately above, the red marked column cell, and the cell immediately below it, then merge all selected cells. I am traveling and do not have my iPad with me to confirm the specific Pages for iPadOS steps, but that is how it is done with Pages on macOS.
