Sharing a large folder on icloud seems impossible

How to share a large folder on icloud? I have a ton of family documents stored on icloud, and I just want to share this folder with my wife. It seems to be impossible. When I follow the instructions here Share files and folders in iCloud Drive on iCloud.com - Apple Support

just spins and spins, and eventually tells me it can't do it.

I see other tickets asking this same question that have been closed with no acceptable answer. It's frustrating to see Apple continue adding dumb features nobody asked for, while basic functionality that would be useful remains broken for years upon years.
