'No suggestions' pop-ups persist in Apple Journal app on iPhone and iPad despite turning off suggestions?

In Apple Journal on my iphone, I have all journaling suggestions turned off and the setting also toggled off in iCloud. All new entries still start with a pop up "No Suggestions". It's just an extra step to select the writing area or X the pop up to get keyboard to appear. Is this normal? And, on my iPad with Journal synced to iCloud and suggestions off, I get a pop up with every new entry saying how to sync journaling suggestions. I've tried a bunch of stuff including deleting/reinstalling app and deleting the iCloud data but no change. iPhone 13 and iPad are both iOS 26.2.

Same exact problem. I do not want any journaling suggestions at all, and I have it turned off.


But the App will not let me create a journal entry without first making me read a notification about how to turn journaling suggestions on. I have to hit OK or X out of that dialog box before I can start an entry.


There is no way this can be intended behavior.
