I have $0.10 in my Apple Pay or iTunes I want to clean it up so I can change my region. Please help me , I am from Myanmar so I don’t have advisor in my region

Nobody on these boards can. Buy something more expensive than your balance and use a different payment method from the current region for the extra amount; if you can't, click here and ask the iTunes Store staff to zero it.
There is an iTunes Store system in Myanmar, so there are people to contact for support.
