How to recover missing photos from iCloud after subscription expiration?

I had around 20,000 photos in iCloud.

I accidentally deleted them, recovered them, but after my iCloud subscription expired they disappeared completely.

They are not in Recently Deleted or iCloud.com.

I urgently need a recovery check from backend backups

They are important personal data

You'll need to recover from your backups. If you let your subscription expire your data would not be retained.

There is no any data in "Data Recovery" section and my subscription expired already a few days ago, I renewed today. Does it mean that I lost all my photos?
